Bungie have never said anything about free DLC.
They mentioned free content but people are assuming that equates to £20 DLC and no company in their right business mind is simply going to give that away.
A few quests or missions, perhaps a new crucible map or two but DLC ?, nope.

They have their called "Supply drops" they where introduced in COD:BO2, it continues through Advance war fair and will be in BO3. They do contain exclusive weapons that give the player slight advantages in game play.
