Do you think it's better that everyone have the exact same PvE and PvP loadouts?

Having no elementals is the same as having all elementals. Anything in between minimizes the amount of useful weapons. I would opt for all legendary primaries having elements, but they seem to want to go the other extreme. Either way maximizes the usefulness of all legendary primaries
