Instead of making the Final Round perk only affect precision damage, make it so that you only get Final Round if the bullets before that one hit a target. Final Round can get you out of tight jams, so I don't think it should be rid of completely.
Just for example, if you're using an LDR with Final Round and you have 4 rounds per mag, the only way to get Final Round to proc is if the first three rounds successfully hit a enemy.

Before more hate gets spread, hear me out. If they nerfed it like this, people cound'nt 'shoot out on you. This Final Round is a reward to players who can hit their targets. Not to mention, if the nerf was a thing, then you would get Final Round much less. Ill say that again, [b]get Final Round much less.[/b] It's sort of like Black Hammer (or Triple Tap) where three precision hits reward you with more ammo. [b]Final Round: Landing consecutive shots on target grants bonus damage on the final round in the mag. [/b]

FR should have a cool-down, basically a limited amount of time FR is a active, maybe 2.5 to 3 seconds?

I think it should be an exotic perk, therefore if you use the exotic sniper, you give up your primary/heavy slot, lowering the chance of it being used because you would have to give up an exotic slot for a maybe better primary. And maybe said exotic sniper should have a magazine of 6/7.

You're going to get hate for this post, but I agree they nerfed it wrong. The nerf essentially removed the perk from PvP because precision hits are OHK regardless. I think a compromise would have been upping magazine sizes (not reserve ammo though) when the perk is selected. If players are having to burn through more ammo to get there, it makes it more risk/reward.

If you knew how many hate messages I get a day from people accusing me of using final round. I play trials and get my flawless every week. I use a final round spear. But I never ever waste a shot to use final round unless it is a 1v3 situation that's the only time.

I hate final round I got into it with a kid over it trials are most used weapon in trials was snipers at a time. Mine was at 75% headshots, his was 23 % headshots all final rounds. Takes no skill and it's utterly more annoying than anything in the game. But this I could live with, and saying that they would have to make it so everyone has the chance to get final round... If they don't give it to everyone it should be removed.

It's a stupid change as this is really only a PvE change. Final round would be good if the last shot hits as a precision shot, then refills ammo as a reward. Rather than making it obsolete in PvP, this would benefit both PvE and PvP.
