I know it's frustrating but it's rng loot. I just got my first hawkmoon last night from atheon normal plus my first fatebringer a couple weeks ago and I started playing about a month after launch. Just keep plugging away and it'll eventually drop. I peed a little when my first ghorn popped up on screen.
