I literally saw it work right there in the video. You just have a timer before you can activate it multiple times, to prevent abuse because it was activating on damage alone instead of kills. Similar to how you can only use the exotic perk on Plan C once before having to wait before using it again, so that you can't swap back and forth to abuse it.
