How about making the flag carrier able to use his weapons, that way the flag carrier doesn't become to fragile. I don't see blink, sprinting etc. as a big problem, sinch it's pretty easy to kill someone in Destiny. Bungie just has to make sure they pick the right maps for CTF and make it balanced.
