Because bungie is realizing players know that their on disk DLC is not going to cut it. By the way all the DLC is on disk, what you download is just unlocking it sorry for the spoiler. Thus they are milking PVP as much as possible to make up for it, and they will not stop doing so. Sorry for the spoiler again...
