Takes about 5 vandels for him to appear. Just keep killing them and he'll spawn.

Go on earth, the forgotten shores. When you enter it keep right and you'll see a major vandal and a shank. There right of the ships. Just keep killing the vandal that comes out of the cave, you'll know him when he spawns.
