I think the perk is counter productive to the idea of Exotic weaponry. It would be rewarding you for missing? How does that make sense? So you can fire nearly twice as long, so long as you don't hit a damn thing... great, that would be very useful in a firefight, if I were invincible. How about changing the perk to:
Non-precision hits have a chance to return rounds to the magazine.
This would reward you for hitting your target, while limiting it to non-bonus damage shots and having just a chance (make it like 40% chance). Otherwise this weapon will only be used to break down for a shard.
