Do you know if the Playstation Exclusive armor and weapons will be available from the start, or will they be available after level 20.

You should get them at the start. The gear is all "rare" teir and has a quality level of 40 (somewhat low). The Hawkmoon and Monte Carlo (exotics) carry the same quality rating as the thorn handcannon, so these are likely end game.
