If you are talking graphics it is a pretty huge difference from current gen to next gen. And obviously next gen consoles have not been released yet so you should really reserve your judgement on it looking like black ops 2 because there is a simple answer to that.. They cant push a 7 year old console to have "next gen" graphics.

Texturing and lighting is a little better on PC and Next Gen, but graphically, it doesn't stack up to a certain competitor that starts with a "B". TotalBiscuit's rant was posted on another thread. He was on a Titan with everything maxed, and it looked terrible.
