Let's hope mental illness is very specific and not broad view.. if you are just depressed on occasion, that shouldn't disqualify you from owning a fire arm. It has to be specific.. because everyone goes through a bad moment, bad day or a bad month.. but that shouldn't make them be labeled as mentally unstable.

I think the first push would be to get mental care facilities to record anyone who is not in control of violent actions/having thoughts of harming others, depression isn't something they are worried about (as far as I know). The guy who shot up the naval yard had paranoia and was hearing voices and having tremors and violent thoughts. That's the kind of person they want to keep an eye on.
