As you said, some will need the extra chest room, its uncomftable squishing them flat and for someone like (some famous celebrity with huge breasts) to try and fit in a flat chested armour isn't going to happen, and armour would look pretty ridiculous with a massive rectangle or something hanging out by half a foot-a foot from the rest would still look naff.
