Looks like static from an old TV broadcast. Interesting, but I think it's a red herring.
There is no reason to think that these are individual frames of an animation -- that would be completely counterintuitive and would mean that the only person who could assemble the final animation would be someone who was refreshing constantly and had captured every single iteration of each image. That's most likely impossible.
The instructions do imply that some technical wizardry is likely to be needed to solve this, but I don't think this is the right path.
I thought I was the only one, yeah I'm seeing the flag on the moon too. Funny, I was just watching the MythBusters episode about the Moon landing hoax conspiracy theories earlier today, and now this happens! :P
