You should be able to purchase the Season Pass through the in-game store. When it redirects you to purchase Silver, if you're unable to make the purchase on the child account, you may have to temporarily remove some parental control restrictions on the PSN account outside of the game to complete the purchase.

Hello yeah I have removed all her parental restrictions I've set her access level to "allowed" to try and get this to work, I have also updated her spending limit hoping i could spend funds in the parent account while on her profile or something to that effect.

Have you contacted PSN customer service / support on why your daughter is unable to make buy Silver. This sounds like there are some additional layers of controls that Sony has put in place on child accounts, especially if your daughter is unable to see Destiny 2 in the PSN Store.
