You need to clear Overthrow in each area before the Wizards can begin spawning.
Once you get a clear in the Blooming (as you've already done it 1x+ in the other 2 areas) they can begin spawning.
One thing to remember is you need to get all 3 wizards and do the orb part of the unlock without going to orbit. If you go to orbit you have to redo any previously killed wizards again.

ive done this for all 3 areas and I've still yet to encounter a wizard. I've already spent hrs trying to get the spawns and its yet to happen, all my friends have done dual destiny and are confused on what's happening to me?
