The Citans nerf is the biggest example for me. If it has a longer cooldown in PVP that doesn't mean it needs the longer cooldown in PVE, and if it has such a long cooldown in PVE, is the reduction in health justified? If the cooldown needs to be shared for technical reasons (which I don't believe is actually true) and the Barrier can take increased player damage, then why can't it take reduced combatant damage?
