***Solution for Me**** I tried everything under the flippin sun to get this game to run the way it's supposed to and the only thing that actually worked for me was to use DDU to uninstall the current NVIDIA drivers and GeForce Experience and to download the 441.41 Game Ready Driver. This completely fixed the performance issues everywhere and the microstutters. Guys on AMD stuff, no clue what to do on that end.
