I have reinstalled windows and literally have no other things open to test the fps.
As a reference point I used tangled shore "Thieve's landing" fast travel point. When I just load up into the location I have fps hovering around 50, and neither one of my CPU cores nor my GPU is at full utilization, so it's not a problem of having a slow one core performance or capacity. There are multiple other instances when I have my fps dropping below 60 in raids or in Europa during intense weather. My pc can handle much more than this game but the performance is very disappointing.

Thanks for replying to my post. I tried installing the drivers you suggested. It fixed the frames in tangled shore. However, I now have more stuttering. After I went into PVP I had a ton of stuttering which was practically unplayable. I don't know whose fault is it, AMD's or Bungies, but this fix does not really solve the problem in a good way.
