If so, which one? Which perks? Which stats? And because you can get an armor piece with 65 stat points from patrol and 45 stat points from a raid, etc... The game is never truly level. Of course - balance is remaining off of my table of discussion for now. Just pointing out the unbalanced nature of an RNG looter.
