This is some deep D1 lore so forgive me if I'm a bit rusty here. Maya was part of the group of scientists who studied the Vex. From these studies came the need for Exos. Except with Elsie Bray on the table I would say that it is. This is due to one simple fact. The simulations of the Researchers appear in the Aspect Lore book. Which already gives those characters an in within the narrative/lore. Unless you can link Maya to not only the Exo Program but some kind of temporal event that would give rise to the actual time travelling nature of the Exo Stranger I would say the finger points at Elsie Bray. But it won’t matter if Bungie don’t use her again.

Maybe a random golden age conspiracy theorist who was absolutely crazy, which would have immediately invalidated anything they said to most people.]
