We be changing Hunter Vanguards so often as if they were our underwear.
That aside, wasn't it implied that Ana Bray and/or Shin Malphur were considered the best Hunters out there, or at least the best Gunslingers?

Shiro is known for being a great scout and Hunter, but still no one has been named Best Hunter. Tallulah Fairwind is probably the lead candidate, though. Maybe Andal or Cayde. Shin Malphur doesn’t have a Class, but is considered the best gunslinger (with a lowercase “g,” as in a person who uses guns) Marcus Ren is known as the best Sparrow racer, though.
