I think you're mistaken. You can get legendary from rare and exotics from legendary. It won't skip up two levels, ever.

Are you sure? I know I got it from a blue special engram and I was like eh...and dismantle because I know I'll get a 335 from an exotic special engram.

I got my first exotic out of seven blue engrams, and my second which were hunter gauntlets out of seven blues aswell. But that was way back in the day when getting seven blues took hours to grind
