We wouldn't even have this discussion if red bars weren't given such a huge advantage in the netcode. It needs to be updated to pretty much ignore the damage of red bars and make them take increased damage. Also, I think that sterilization of red bars is needed so they don't breed since I also noticed that red bar parents often have red bar offspring. Eugenics isn't wrong to decrease their ability to breed because there is clearly negative physical and mental mutations that exist in red bars that are not exhibited in normal human-beings.
