The stranger is most likely an agent of the nine. The Nine are suspected to be the Jovians who have evolved to live amongst the darkness even more so than the awoken. They are probably descendants of the golden age humans who made it beyond the reef and set up shop on the moons of Jupiter. Keep in mind this is all speculation on my part based on some lore posts and bits of grimoire I've read.
