You will recieve a ship based on your individual talants compared to your overall accomplishments and comparative skill combined with the importance of your overall tasks compared to your Rank. It is different for everyone and hard to pinpoint when you will recieve one as it is constantly changing. To us, it is calculated and given to you at the precisely right time. To others, it seems random. In other words, you will get it when you get it. I cannot be any more specific than that.

It's completely and utterly random, there's no pattern or whatever. I know plenty of people who have gotten it near instantly and others in the 80s+ who still haven't gotten it.
