The idea was to have the special weapon balance out the primary. Auto rifle / sniper Scout rifle / shot gun I ran it originally how you stated but quickly changed it. It was frustrating running two ranged guns and having an enemy get in my face or running two short ranged weapons and not being able to hit anything at a distance.
