They didn't when they code stuff in the game they have to do it right. Then they have to test it and make sure they didn't cause any problems with other aspects in the game. So by the time they do this with only a few people wanting it the new dlc will be out and in every dlc the upgrade path changes. So by theory it will change again.

Most times when they implement a new change they screw something up somewhere else. I think you give them too much credit.
