I've wondered this myself.. Look at a scouts range/impact and then compare it to a sniper or hand cannon.. If you look at just stats, Scouts SHOULD killl WAAAAAAAAAAAAAAAY faster than they do in crucible there is a raal disparity there

    If everything was done by stats only, Scout Rifles would likely be in the same situation Exotic Hand Cannons are now. Their stats are phenomenally high, but unfortunately, this doesn't translate well into the actual play.
