Pretty sure it drops on any challenge mode. However I have done all and only gotten it from skolas.

I needed it for a bounty (queensbreaker bow) and the description said: aquire a queens cypher from the queens chest in an arena challenge. Ive got mine from skolas but ive seem down below that u can get it from other difficulties.

I had to turned it at varik. And he gave me a elder cypher. Now i have to wait till varik summons me. Srry watched the video and he called the exotic bounty the elder cypher.
