As much as I like your ideas I believe you're overcomplicating it and giving The Last Word another way to dominate outside of its effective use. I believe the weapon needs a heavy damage nerf, plain and simple... Making it a 4 headshot kill (this is being considered with the TLW glitch where you get extra precision damage even while aiming) and 6 shots to the body. But in return give TLW a boosted mag size from its current 8 to 12 shots per cylinder. This will allow for more of a spray feel to the weapon and effectively lower the time to kill while giving TLW users more bullets per cylinder to fan the trigger. This would effectively balance the weapon with less initial power lowering the TTK but a bigger mag size to utilize with several targets. The weapon would still have a fast time to kill, but it would not be the OP thing that we have at this moment. It's a simple proposition and I can honestly see Bungie doing this as opposed to what you have thought of, even though it was an interesting thought. What do you think? :)

It would effectively lower the kill rate of The Last Word, yet give the weapon the amount of bullets in a mag that's necessary to take two or even 3 people down if your accuracy is good enough. It would take more effort to drop someone but you have the ammo to do it. Lowering the TTK and keeping the weapon relatively the same in fire rate and so on... It's an appropriate balance for it that wouldn't destroy the weapon, but wouldn't keep it over the edge like it currently is with its ridiculous kill rate...

Even so, we could heighten it to a 3 headshot with 1 bodyshot kill and 6 consecutive body shots to kill if you miss all head shots. The point is that since The Last Words fire rate combined with its damage is so massive, it must have less damage to make it balanced. It brings both damage output and Fire rate to the table making it OP. The fact that it shoots faster then any other handcannon and most scout rifles is what makes its prowess from close to mid range unbeatable in the right hands... What do you think?

How would the TTK be awful? Suros was a 4-5 hit kill before and was op as -blam!- because it hit like that at all ranges... To keep that sort of power on TLW is still a high TTK but not as ridiculous and OP as the Regime was with its range... It's a Handcannon and should excel at close to some mid range engagements, people spray it all the time so for it to be a 4 headshot kill and a 6 body shot kill with a 12 round cylinder is not an awful TTK... Thorn kills in two head shots and one to the body which is 3 shots (not factoring in the DoT) and shoots quite a bit slower then TLW. So for TLW to be 4 headshot kill with that massive fire rate and an improved 12 round mag size, it would be perfectly fine and balanced... It fires faster then any other Hand cannon, therefore it should take more shots which it would have enough with 12 rounds, it's very simple and an effective way to balance it...

That's way too slow for CQC, and just passible for mid range in the Destiny 1.2 metagame: Red Death kills in 0.67/1.16 seconds. MIDA kills in 0.90/1.50 seconds. 123 Syzygy kills in 0.8/1.32 seconds. Suros Regime kills between 1.00 seconds and 1.40 seconds (not all 6 shot kills are made equal. Suros shoots 6 rounds much faster than TLW, even with Focus Fire) Up the Ante will kill in 0.73/1.09 seconds with 12 shots in the magazine; easily superior to Hawkmoon on paper ~60% of the time (it's just too bad it's so fugly)

Then what if it were a 3 headshot kill with the glitch included and a 4 bodyshot kill within its effective range? Just one bullet more then is currently needed to kill unless you're way out of range, along with a 10 round magazine instead? Just dabbling in numbers to see the best results. Maybe that would be the best balance...
