Yes it was intended. Im not arguing about that but they are EXPLOITING the titan bubbles to gain infinite super. Bungie wasnt like "infinite super is how the pvp is supposed to be played!" If they did feel that way guns wouldnt be an option in the crucible. How can you not see that its an exploit? Like seriously???

I don't see it as a exploit because they are all putting down their bubble very close to each other at about the same time

I cant do this anymore. Let me try to give you an example, bungie recently fixed an exploit, the shoot to loot perk where you can get triple rockets/heavy ammo by shooting the pack till its gone. This is an EXPLOIT, why? Because they took a known mechanic and used it to get more than was intended. Just like the super exploit, bungie intended to drop orbs off of a bubble but they never intended 4 titans to pop bubbles at the same time and hide inside the entire game while people use golden gun mowing down anyone who gets close. It is an exploit and if you cannot see that i bet you're the kid that duplicates weapons and boosts xp on other games.
