Warlocks don't have exotic boots because there isn't a need for them. Do warlocks have anything like shoulder charge? No. Are they a class built around moving as fast as possible? No. Their jump prevents them from getting an extra jump from their boots because its a glide. Boots for a warlock wouldn't really be "exotic" because there isn't any perk that would make it stand out. Titans get the Armamentarium, and that's fine because titans are the only class that don't get the option to hold a second throw-able object. Titans are also considered a "tank" class. So isn't it fitting they get some shotgun/heavy ammo? BUNGiE builds warlock gear that helps the warlock shine. They don't try to make warlocks something they're not. They aren't tanks, and they aren't Speedy Gonzalez.
