I think there is a range that the stats will fall in for these things. For example 120-160 for total stat value. It's random...I think.

I get that's how it works when acquiring gear - learned the hard way! - but I was under the impression Xur sold upgrades to our existing gear, not replacements. So now we not only have to wait for the chance of what we want being on offer from Xur, but also that it has decent stats. Lots of waiting, not much fun. Sucks.
