Peoples lvl fluctuates a lot. Depending on if their leveling armor. And also the only enemies where lvl31 armor has any significance is in raid. For regular pvp lvl30 or 28 or even much lower is plenty. There are lots of lvl31s out there i see them constantly. So yeah...mostly ur making a fool of urself thinking uve caught people
