Are all guns balanced for PvP? Say I have the most OP gun in the game, will it be balanced automatically?
And what's up with the separate gear for PvE and PvP?

Yes, a lot of them are scaled up/down to be equal in combat. You may have exotic weapons when you go into MP, but that doesn't mean you'll pwn the little guys. It's all about skill, not gear. And you will earn different gear depending on if you're doing PvE or PvP. I don't think one is better than the other in the Crucible though.
