There is more likely a problem with whatever your network adapter and/or your router/modem are doing or not doing than anything for the frame issues. The anti-cheat kicks in I believe when it detects a connection issue. Don't ask me how I know. But the less stable your connection the worse your screen response will be. If that's not your problem after changing all your other settings don't know what to tell you. Try reinstalling your network adapters and maybe reboot your router and modem. Windows just did an update today and new driver were released for my GPU. Your anti-virus may need to be reinstalled too after a window update. Mine caused some issues with slow response and after a reinstall it went away.
