They are an RNG drop from weapons and armor forged in their respective forges. To maximize your chances of getting the shaders to drop, make sure you're doing weapon frames alongside consuming a [url=https://www.light.gg/db/items/4084190244/forge-polymer/]Forge Polymer[/url] from Ada in the Tower each time you run the forge. This will guarantee an armor drop alongside the weapon, and both have the chance of dropping the shaders you need. It's not bugged, they're just extremely low drop chances. Hope you can get them soon!
