#4: There might be new enemies that cause DoT. Edit: I say this because there has to be more reasons for a relic like this than just for PvP. If you look at all the other artifacts, except Memory of Timur and Memory of Perun, they all have PvP and PvE applications. This is just my theory, but I have strong feelings about it. Please add it to your list.
