You probably have a chance from legacy secondary engrams sold by Xur. Don't quote me on that though.

Oh okay. I misunderstood. Yeah. The legacy engram will get it if youre lucky. And also, bungie mentioned that the loot tables for year one missions were changed a bit so that the raids had a chance to drop any year one exotic.
