Prison of Elders is not just boring and useless, it's not welcoming anyone who has limited time to play and doesn't want to meet weird people on the web. Level 28 is useless, it gives nothing. Levels 32, 34 and 35 don't have matchmaking, and so, while Prison of Elders is extremely boring, it's not even an option for most gamers.
