This was done with a burn modifier active. Sorry but it doesn't count. Quick time but without the burn modifier the results wouldn't be the same.
If you want to set a record it has to be done on a strike that is easily reproducible so that others can attempt the same strike under the same conditions. This is how world records work in the grand scheme of things. It's only a record if it's contestable by others.

Whether there is a burn or no burn, this is still the fastest ever recorded strike. Did the burns help, of course they did, but is there any strike faster than this even with burns...no there is not. I can post a ROC version of this if you want, but that wouldn't be fastest strike ever, cause burns make everything faster.
