The reason why only some people have Gally and others don't.
Here is my reasoning on why Gally only drops for certain players. Bungie's RNG system looks at skill and it realizes that the players with less skill need Ghorn. So they obviously have a higher roll for the gun. This is also why Ghorn will never be sold by Xur until 2016.
