I don't know if it's an issue or not as I don't know what the card is. The only card I'm missing for enemies is the last one in the vex axis minds. I've killed all the mission, strike, and raid bosses. So I don't know if it didn't unlock. If anyone has it and an tell me what it it is that would be great!
