I'm Thai, I play mainly Crucible I got no problem about the connect and can still do fine. I first need to know what is ISP you are using right now ? Because some are very bad in specific area. I'm currently using True Online Fibre 30down 3up.
And for platform, i suggest you should be on PS4 since there is official support in here and many many Thai players play on tihs platform.
Also if you have hard time finding people in this time zone. I suggest you to check these links. Thai people mainly group up via Facebook groups

Yooo! Thanks a lot brotha. I appreciate the support! Right now I'm in an apartment like living scenario. It's a place called Green park which is a residence of the university. I'm not too sure exactly what we are running, but it's definitely over populated. And in terms of getting a PS4 I would love to, but that is not ideal right now, so unfortunately, I must settle for 360 but if there's anyone who's down to link up and has Xbox that would be dynamite.
