The "Lawless Zone" Theory

So I've had an idea for a kind of competitive multiplayer in Destiny that I thought would be quite neat, and I wanted to get the Community's feedback. So the basic idea hinges on the game being open-world, at least in some places. The idea, as you can see from the title, is to have a "Lawless Zone" or, rather "Lawless Zones" in the game, in this open world. In the Lawless Zone, you would be able to attack anyone you wanted, assuming you can't attack other Guardians in the City or anywhere else since you're supposed to be on the same team in a sense. In these Lawless Zones, there would also be NPC enemies, so you could choose to do a plethora of things, and interact in a variety of ways with other people and NPCs. You can, for example, choose to go it alone and either kill anyone/-thing you see or avoid confrontation and just look for new, hidden guns or something. You could also choose to form a group and occupy a specific area, dominating it, killing people or having them join your group. You could go around and ignore player characters and just go to kill all the NPCs in the area. There's so many things you could do with an open, ruleless, lawless zone. So what do you guys think of the idea? Keep in mind that there are no set, "static" servers, so even if one group got really big and tried to overtake the Lawless Zone, people would not always be in their "server", so it wouldn't be a huge problem except for running into them once or twice. And, even then, another group could form another large group in opposition and that in and of itself sounds really fun -- player-created, nonstructured, "clan" battles that could go on forever if people stayed online. So whatta you guys think? I know it's a lot to take in and that my organizational skills are well below sub-par. It's quite late. e: Also, the addition of NPCs into the PVP scenario makes it so that there's still something you can run into and have a confrontation with if you're having a hard time connecting to people to bring into your "shared world". Because I see this "shared world" thing as sort of being like if matchmaking matches in Halo dynamically updated. You could go on a killing streak in one "game", die, and then respawn in another "game" with new people, with the same score. Obviously that wouldn't work for Halo matchmaking since the goal of it in there is to reach the winning score before the other team and if you're constantly against other team the competition is invalid, but when the point is to just kill things with people or kill people, whether to get money, guns, experience, upgraded stats, whatever, it doesn't matter what the other person has in relation to you as long as you can kill them.
