Going to go over the entire Harrow fight to make sure nothing is missed:
Before you can initiate a damage phase you’ll need to empower your Shadow buff and activate the Dark Switches in the three rooms at the periphery of the U-shaped hallway.
Each room has three Switches which must be activated within about twelve seconds of each other, order doesn’t matter; when all Switches in a room have been successfully activated you’ll hear an audible click and three green lights will appear above the door leading out to the hallway.
Once all three rooms have been completed you’ll hear a klaxon audio cue and need to head back to the central chamber.
Once inside you’ll want to start by shooting out the two Arc Tubes along the ceiling on either side of the chamber to open the red panels on the floor: lure Harrow into the pits that open to take his shield down by 1/3rd (don’t fall in yourself or you will instantly die).
After Harrow has fallen into both pits it’s time to activate one of the Arc Conductors. There are three Conductors in total, and each can be charged by activating [b][i]three specific[/i][/b] Switches; the Switches tied to each Conductor are consistent across instances so once you understand their layout there will be zero guesswork involved.
[u]Before starting the encounter[/u] take a look around the central chamber and you should notice conduit running from each Switch to the Conductor with which they interact. As before these Switches need to be activated within twelve seconds of each other, and the order does not matter.
From a position facing toward the large Airlock door with the Pillar at your back:
• the close Conductor on your left - activate the Switch behind you to your left on the Pillar as well as the two Switches that follow in a clockwise direction.
• the far Conductor on your left - activate the three Switches closest to the large Airlock door.
• The close Conductor on your right - activate the Switch behind you to your right on the Pillar as well as the two Switches that follow on a counter-clockwise direction.
Activating the correct three Switches will empower the related Conductor; goad Harrow into destroying it with a sword attack to lower the last bit of shield and start the damage phase. At the end of a damage phase you’ll need to return to the hallway and reactivate all Switches in the three rooms once again.
Once destroyed the Conductors [u]will not[/u] regenerate; if you cannot get Harrow to initiate his Last Stand within three damage phases you will have to rely entirely upon the red pits opened by the Arc Tubes.
Once Harrow’s health reaches a certain threshold he will retreat out through the large Airlock door to make his Last Stand. Once he reaches the far chamber his Shield will drop for a while; if you move quickly you can take advantage of this damage phase without need for any additional setup.
If his shield recharges while in the far chamber you can open the pit at the center of the room by shooting the Arc Tube next to it or use the Shadow buff to activate the switches arrayed on either pillar to charge their respective Conductors; the Tube will regenerate over time while the Conductors will not.

What you actually want to do is use the shadow melee twice as Harrow exits each pit (four melees total) to take off his shield. Then you can use the generators to extend DPS.
