That's speculation... in ARPGs and MMOs you have specialist builds, kits that excel at doing something source specific. They also have "reverse engineered" from your gear kits, for more defined roles... and loadout specific builds. In traditional RPGs this is the "engineer" class. Prismatic is a neutral game focused subclass. That doesn't mean specialty driven affinity kits per element will become antiquated. Exotic Class items didn't just destroy the viability of every other exotic. Transcendence is a "key passive", and key passives typically are the difference between "affinity" or specialty kits & neutral game kits. That's what Prismatic is... as with the Engineer class and Sorcerer... Blue Mage... you don't get access to everything in the root specializations. It's not like Trickster from Rogue either... It's I like Heartshadow... I got these perk lines that do this... in Diablo 4 stat lines and aspects... how do I min-max and reverse engineer from that. That's Prismatic. And we already have some of that ... but this a dedicated subclass for that build crafting methodology. Some of the other stuff might need to come up, but like Strand... the focus will be this new paradigm for build crafting... Prismatic.

Yes it’s pure RNG. If you get lucky you can get that perk on the class item on any class
