I understand that, but wouldn't a loss of the game license result in me permanently losing access to the dlc instead of only sometimes? And what about the long load times? It takes me about 10-12 minutes to load into the game.

For the game licenses, you will need to discuss this with Xbox. The platform handles purchases, not the game developer. As for the long load times, you could try [url=https://help.bungie.net/hc/en-us/articles/360049199051-Clearing-the-Console-Cache]clearing your cache[/url] and try a bit of [url=https://help.bungie.net/hc/en-us/articles/360049496531-Network-Troubleshooting-Guide]network troubleshooting.[/url] Are you on Xbox One? If yes, your internal hard drive may be faulty. Hard drives only last for about 5 years and the Xbox One is over 10 years old, so that may be the case. If you're not on Xbox One, then the long load times could be down to poor network connectivity or another issue. See http://help.bungie.net for various support articles. -
I tried clearing my Series X's cache according to the link for "clearing your cache." Of the two times I've reattempted to sign back into the game, I am no longer missing any dlcs. But, it still took me about 12 minutes to load into the game

I actually just lost access to a dlc WHILE in orbit of the game. I loaded into the game just fine, but right before my eyes I lost access to 30th anniversary

As I said, contact your platform for support regarding missing licenses for expansions. Could all of my problems be related with the fact that I specifically do not own the licenses to the Destiny 2 dlc? I am game sharing with a friend and he is the one who owns the dlcs. But to my knowledge of Bungie not supporting game sharing, again wouldn't I just lose access to the dlcs permanently and consistently rather than sporadically?
