Embers improving Ignitions only rarely apply to ignitions caused by Scorch stacks

I'd assumed that was just how it was MEANT to work, for whatever reason, but then VERY RARELY after an ignite with Ember of Char it causes the Scorch debuff, as shown here

It SEEMS to be similarly inconsistent with Ember of Wonder, but it's not easy to consistently get multikills.
